Pay Details

The annual base salary range for this position is $100,000 to $125,000*, depending on skills, qualifications, and experience. * Final compensation will be determined based on job-related factors including experience, location, and internal equity.

Position Summary

Based in Wilmington, CA, the Human Resources Manager will lead the HR function in a high-impact, in-office role supporting AIS’s fast-paced environmental construction and industrial services operations. This individual will oversee employee relations, compliance, talent acquisition, benefits, and HR process improvement across multiple sites. The role includes building and leading an internal HR team, including an HR Generalist and HR Coordinator, while partnering closely with operations to align people strategies with business objectives. This position requires 10–20% travel to support dispersed field operations and additional company locations.

Responsibilities

Employee Relations & Compliance

  • Advise leadership and staff on HR policies, labor laws, and best practices
  • Manage employee relations, investigations, and conflict resolution
  • Oversee compliance with OSHA, FMLA, ADA, EEO, and state/federal reporting requirements (EEO-1, CA Pay Data, VETS)
  • Ensure compliance with California labor laws; familiarity with Texas labor law is a plus

Talent Acquisition & Workforce Planning

  • Lead full-cycle recruitment for field and corporate roles
  • Partner with hiring managers to develop job descriptions and workforce plans
  • Oversee onboarding, orientation, and employee integration
  • Develop training and succession programs
  • Hire and mentor HR Generalist and HR Coordinator

HR Operations & Benefits Administration

  • Administer health, retirement, leave, and compensation programs
  • Support payroll coordination, overtime tracking, and employee hours
  • Manage HRIS systems and maintain digital and physical HR records
  • Implement process improvements for onboarding, benefits, and offboarding

Culture, Engagement & Safety Initiatives

  • Support and reinforce company-wide safety culture
  • Organize engagement, wellness, and recognition programs
  • Partner with safety and leadership teams to align HR with safety compliance and initiatives

Skills & Qualifications

  • Bachelor’s degree in HR, Business Administration, or related field; HR certification (SHRM-CP, PHR) preferred
  • 10+ years of progressive HR experience, including 2+ years in a lead or senior HR role
  • Industry experience in construction, environmental, or industrial operations required
  • Experience supporting field-based, dispersed teams is a must
  • Strong knowledge of CA labor law; TX labor law familiarity is a plus
  • Bilingual (English/Spanish) required
  • Experience with HRIS, ATS, and payroll systems (PAYCHEX preferred)
  • Excellent communication, leadership, and collaboration skills
  • Strong problem-solving and organizational capabilities
